A recent white paper has sparked significant discussion around the transformative role of AI in health care. As the United States navigates an unprecedented health care workforce crisis, it is crucial to explore innovative solutions to improve care delivery. This document, titled “Aging Well with AI: Transforming Care Delivery,” emphasizes the need for policymakers at both federal and state levels to modernize outdated laws, regulations, and payment systems to fully harness the capabilities of artificial intelligence. It has been commissioned by HealthFORCE, in partnership with the American Academy of Physician Associates (AAPA) and West Health, showcasing how AI in health care can support care teams, expand access, and alleviate the mounting strains on the nation’s health system.

“America’s health care system is not built for the future. We can’t just innovate around broken infrastructure—we need to modernize it,” stated Lisa M. Gables, CEO of AAPA and founder of HealthFORCE. This powerful statement highlights that while AI in health care is a game changer, mere technological advancements won’t alleviate workforce shortages unless accompanied by meaningful policy reform.

Addressing Workforce Shortages through AI Integration

The projected shortfall of 3.2 million health care workers by 2026, coupled with an aging population whose care needs are increasingly complex, presents a compounded access and workforce crisis. The white paper emphasizes that the integration of AI in health care can provide promising solutions. For instance, ambient documentation technology reduces time spent on charting, essentially freeing up time for clinicians to engage more directly with patients. Additionally, AI-supported care coordination systems streamline referrals and follow-ups, which can drastically improve patient outcomes.

  • Ambient AI scribes: These tools relieve clinicians from unnecessary charting duties, boosting efficiency.
  • Personalized clinical education: This allows providers to stay current with evolving medical practices, enhancing the effectiveness of care given.

Policy Reforms to Unlock AI Potential

The paper lays out a clear framework for the necessary policy reforms to enable the scalable integration of AI in health care. It suggests a Risk/Impact Matrix to prioritize the adoption of AI tools. The report identifies that low-risk, high-impact innovations should be adopted swiftly to pave the way for more complex applications. For example, AI-assisted diagnostics and at-home monitoring for vulnerable patients are viewed as essential technological advancements for the future of health care.

However, the paper warns that the most promising AI tools may remain stagnant if health care providers are still hindered by outdated regulations and reimbursement models that do not incentivize outcomes. It further identifies four critical areas for policy development:

  • Modernize practice laws: Updating regulations is essential to allow providers—especially physician associates (PAs) and nurse practitioners (NPs)—to utilize AI in health care to its fullest potential.
  • Shift payment models: There is a need to move from volume-based reimbursement to models that prioritize continuity, outcomes, and the use of technology.
  • Streamline documentation requirements: Aligning federal billing rules with AI capabilities can significantly reduce the administrative burden on clinicians.
  • Establish national AI standards: Development of frameworks for safety, equity, and interoperability is crucial for the responsible adoption of AI in diverse care settings.

As Gables aptly pointed out, “Breakthroughs in discovery won’t transform care if we don’t invest in the infrastructure to deliver them.” The potential of AI in health care is immense, but it hinges on the modernization of systems and policies to match the capabilities of emerging technologies.

In conclusion, the white paper makes a compelling case that AI in health care can significantly assist in addressing the pressing workforce crisis, but only after the necessary policy hurdles have been overcome.
